Hamid Karzai said "foreign militaries, especially the United States of America, are going ahead with these negotiations", confirming speculation that the US was pursuing its own initiative to find a political settlement to the decade-long war.
Speaking in Kabul, he said: "Peace talks have started with [the Taliban] already and it is going well."
American State Department officials have reportedly met former Taliban functionaries face to face with trying to reach the movement's fugitive leader, Mullah Mohammad Omar.
The Afghan government has made overtures to the Taliban for years, but these have been rebuffed partly because of the lack of foreign involvement, diplomats have said.
The insurgents see Mr Karzai's government as a powerless puppet regime, backed by an occupying army. Direct US involvement is now thought critical by many advocates of talks because few of the insurgent's demands are in the gift of the Afghan government.
Only the White House can determine the presence of foreign forces or permanent American bases, as well as the fate of Taliban prisoners in Guantanamo Bay.
Previous international efforts to contact the Taliban high leadership have foundered on an inability to reach anyone who has the confidence of the Taliban leader. In one notorious case last year a man claiming to be senior leader Mullah Akhtar Muhammad Mansour was in fact an impostor and walked away with a large sum of money.
Now American envoys are reported to have met Tayeb Agha, a former close aide to Mullah Omar, several times in Qatar.
Diplomats have stressed that the contacts are at the earliest stages, however, and nothing of substance has yet been discussed. One senior diplomat in Kabul told The Sunday Telegraph: "Lots of people are talking. The net is closing and some of the minnows have been discarded.
"There's some sense that the Taliban are thinking about talks, but there's no serious load-bearing negotiations. We haven't seen a Taliban team come up with a set of demands, or a list of confidence-building measures, or a timetable for negotiations."
Sceptics point out that the coalition appears far more willing to negotiate than the insurgents, who have publicly rejected talks so long as foreign troops remain in Afghanistan.
Violence remains at record levels in the country, with May considered by the United Nations to have been the bloodiest month on record for Afghan civilians. At least 368 were killed and nearly 600 wounded - around four-fifths by insurgent violence.
Hours after Mr Karzai's remarks, up to four Taliban suicide bombers in military uniform attacked a police station in central Kabul. Five civilians, three policemen and one intelligence officer were killed.
American involvement in talks reflects a sea change in US policy in the country. With growing opposition to the war, Barack Obama is wary of becoming trapped in a quagmire and America has abandoned previous objections to talking to the Taliban leadership.
In February Hillary Clinton, secretary of state, announced that a diplomatic surge to find a peaceful settlement would now be a cornerstone of efforts to stabilise the country and withdraw 140,000 Nato-led foreign troops. She likened the need to talk to Ronald Reagan's decision to "sit down with the Soviets".
"I know that reconciling with an adversary that can be as brutal as the Taliban sounds distasteful, even unimaginable," she said at the time.
"Diplomacy would be easy if we only had to talk to our friends. But that is not how one makes peace."
Abdul Hakim Mujahid, deputy chair of the High Peace Council which Mr Karzai appointed to try to find a settlement, said he welcomed American participation.
But despite Mr Karzai's claims that Afghan efforts were proceeding well, Mr Mujahid said they had stalled over a Taliban request for diplomatic recognition for them to open an embassy-style office in a Gulf state, where they could meet foreign envoys.
America and the Afghan government had baulked at formally defining the Taliban as a legitimate, official alternative to the Kabul administration.
He said: "Real power is in the hands of the world community and all of the obstacles are in their hands, the obstacles to be removed are not in the hands of the Afghan government." He described direct US contact with Tayeb Aga as "helpful", adding that Hafiz Aziz-ur-Rahman, a former diplomat in the Taliban's Abu Dhabi embassy, was also present.
Mr Agha was a long-time close personal aide to Mullah Omar and speaks English and Arabic. A school friend from Kandahar in southern Afghanistan described him as "well-educated" and "sensible". His father was a noted anti-Russian resistance fighter around Kandahar in the 1980s and both are considered to be close to Pakistan.
Mr Mujahid said: "He is still very close to Mullah Mohammad Omar, it's a good sign. Not only close to Mullah Omar, but also close to Pakistan." Pakistan had helped "indirectly" to forge the contact, he believed.

Simple Budgeting for Lazy People

I haven’t written about finances in awhile, because these days I barely think about them.
That’s because for several years, I focused on getting out of debt — and these days, I live completely debt-free and worry little about finances. It’s a beautiful thing.
However, recently a reader asked me to write about Simple Budgeting, and so I thought I’d revisit the topic. I’ll talk about how I deal with finances these days, and then a Simple Budgeting method for those who aren’t exactly debt-free yet.

How I Deal with Finances

As I said, these days my finances barely register on my brain. Now that I’m out of debt, it’s not a major issue for me, and I’ve automated most of my finances.
Here’s what I do:
1. Income is streamed into my checking account automatically. My income is all electronic, so I never deal with checks. In a couple cases I’ve purposely set up electronic payments when previously I was sent checks.
2. Savings & investments are automatically taken from the checking. If it’s not automatic, I might forget about it. Forgetting about it is a good thing when it’s automatic though — I will check every few months and see how my savings and investments have grown.
3. I often make major payments all at once in the beginning of the year. Because I’ve been able to grow my savings account, now that I have zero debt payments, I have a good cushion so that I can pay things like rent or other major expenses all at once in the beginning of the year. This way I don’t worry about the payments each month, and I don’t spend money I might need for these payments.
4. Other bill payments are made automatically. If I don’t pay in one big lump sum, I’ll set up automatic monthly payments. I never worry about paying bills. I just make sure there is enough in my checking account at all times to cover the total amount of my bills.
5. I leave a cushion in the checking for unexpected expenses. And once the bills, savings and investments are taken care of, what’s left is basically groceries and other living expenses. I don’t spend all of what’s left, because other things will inevitably come up, and having a cushion means I don’t have to worry about these things. Building up a cushion took me time — after I eliminated debt, I just continued to spend little so that I could build up savings and a cushion in my checking account.
And that’s about it. I don’t budget anymore, because everything is automatic. I am not quite as frugal as I was when I was getting out of debt, but that’s the freedom of living debt-free — you don’t worry about that stuff as much.

Simple Budgeting

If you’re a bit lost when it comes to budgeting, it’s not that hard. You just need to sit down and do it, and not put it off. Here are the steps I’d recommend:
1. First make a few lists. Lists are easy. The lists you need: list all your monthly income amounts (estimate an average if you have irregular income); list all your mandatory payments (like rent, auto, power, groceries); list debt payments. See how much (if any) you have left over — if there isn’t much, see the next step.
2. Simplify. See what “mandatory” payments you can eliminate. This might take time, but many things are optional. For example, I eliminated cable TV, magazine subscriptions, a car payment (going from two cars to one), and more. Also, see what discretionary spending you can eliminate while you’re trying to reduce debt — Starbucks coffee, eating out a lot, buying magazines or comics, etc.
3. Make savings and debt payments first, each payday. Make that mandatory, even if they’re small at first ($50 each maybe). Try to increase them as you continue to simplify.
4. Make mandatory payments next. Rent, car, utilities, etc. Make them automatic if possible, but if not go online and pay them right away each payday.
5. What’s left over is spending cash. Maybe it’s for groceries, gas, and fun money (eating out, etc.). If you have difficulty not spending your grocery and gas money so that they last for two weeks, put the amounts you think you’ll need in separate envelopes — one for gas, one for groceries, one for fun money.
6. Long-term moves. Over the long term, you want to decrease and even eliminate debt, one debt at a time. This will free up a lot of your money. You also want to start saving for an emergency fund immediately, and build it up over time. This is crucial, as without even a small emergency fund you’ll never smooth out the bumps that inevitably come up. Increase income if possible while you’re getting out of debt. And when you’re out of debt, start investing in index mutual funds (Vanguard 500, for example) to grow your money over the long term.

(Reuters) - President Barack Obama and Republican House of Representatives Speaker John Boehner teamed up in a golf match on Saturday to try to build a friendlier climate for troubled talks on the debt and deficits.
In a game won on the 18th hole, Obama, a Democrat, and Boehner beat Vice President Joe Biden and Ohio Republican Governor John Kasich on a course at Joint Base Andrews in Maryland, just outside Washington.
The four hit the links as Democrats and Republicans were at odds over ways to cut the U.S. budget by trillions and to raise the $14.3 trillion ceiling on the nation's debt.
Since May, Biden has been leading talks with a group of lawmakers. Without a deal to allow the nation to issue more debt, the Treasury Department has warned the government will begin defaulting on obligations on August 2.
Kasich, a former congressman, is an expert on federal financial matters and a friend of the speaker.
At the first hole, Biden, a skilled golfer, sank a putt of about 15 feet.
"You all catch that?" Obama asked the reporters accompanying him.
Wearing a white polo shirt and tan baseball cap, Obama crouched down over his putt of about 10 feet, which it took him two strokes to sink.
When Boehner sank his putt from about the same distance, the speaker yelled, "Oh yeah!"
Many experts believe any debt deal will require Obama and Boehner to step in. Their personal relationship could make a difference in the dynamics of the negotiations.
Before the golf game, aides to both Obama and Boehner played down the prospects of a breakthrough in the debt talks and said tough decisions on the budget would be left to lawmakers.
But they left open the possibility that policy issues such as the debt would come up in the conversation.
GOLF AS A FORM OF POLITICKING
U.S. presidents have played golf with friends and foes for years. Lyndon Johnson rounded up votes for the 1965 Civil Rights Act on the golf course, while Bill Clinton often used the game to negotiate with allies and opponents.
Obama has usually used golf as a form of relaxation rather than politicking. In more than 60 rounds of golf during his presidency, he typically plays with close aides and friends.
Golf Digest has rated Boehner a better player than the president and has said Biden's skills top both of theirs.
For their win, Obama and the speaker each took home $2.
After the game, the four went to the patio of a clubhouse for cold drinks and to watch coverage of the U.S. Open golf tournament taking place in nearby Bethesda, Maryland.
Julian Zelizer, a professor at Princeton University, said both Boehner and Obama needed to appear to be trying to reach a solution on the debt ceiling but that Saturday's game would probably yield only limited progress in improving Washington's fractious climate.
"Both parties are really stuck in," he said. "It's hard to overcome all the forces that make partisanship so strong on Capitol Hill. It's hard for a golf outing to overcome that."

Ryan Tate  A Facebook source disputed a widely quoted report that showed the social network was losing active users in the U.S. Facebook is still cool, it swears!
Facebook added U.S. users in May, an anonymous company source told Business Insider. That contradicts a report from Inside Facebook suggesting the social network lost 5 million active users. It turns out that traffic from mobile devices, which was excluded from the Inside Facebook report, is responsible for the difference. Mobile traffic also explains fresh numbers from Comscore and Nielsen that also show Facebook gained unique U.S. visitors in May.
Of course, no one disputes that Facebook is adding users more slowly as it matures and saturates its original markets. That slowdown means that in order to keep growing traffic the company needs to get existing users clicking more. It's going to try awfully hard to do so; try not to get sucked in too deep.

 Max Read  Amidst new revelations that he contacted a teenager online, Rep. Anthony Weiner (D - N.Y.) is apparently headed to a "treatment center," leading Democratic leaders to openly call for the congressman to resign.
The New York Times, citing "two senior Democratic officials," reports that Weiner is "planning to check himself into a treatment center" (perhaps The Pathways Clinic for Being a Dumbshit) and will request a leave of absence from the House of Representatives. (Weiner's spokesman says he's "seek[ing] professional treatment to focus on becoming a better husband and healthier person.")
After Weiner informed Democrats that he was getting professional help, "a coordinated effort was kicked off" to demand his resignation, a "senior Democratic official" told NBC. Minority Leader Nancy Pelosi, Democratic Congressional Campaign Committee chair Steve Israel and Democratic National Committee chair Debbie Wasserman-Schultz all released statements (within minutes of each other) exhorting Weiner to resign.
"Anthony's inappropriate behavior," says Israel, "has become an insurmountable distraction to the House." Pelosi, meanwhile, urges Weiner to "seek... help without the pressures of being a Member of Congress."
According to CNN, he's going to wait to make a decision about resigning until after his pregnant wife, State Department aide Huma Abedin, returns to the country next week.
We initially speculated that Pelosi, Israel and Wasserman-Schultz had decided to call for Weiner's resignation because of a police probe into Weiner's online contact with a teenager(Weiner, the young woman's family, and her lawyer all insist that the communication was brief and appropriate, and the police have found no evidence of impropriety), but it seems as though the decision to enter treatment was at least as important. Though, obviously, it can't have made Democrats feel great to see the headlines this morning.
Either way, if there's one lesson we all could learn from Weinerdammerung, it's this: No politician should ever, ever talk to teenagers, about anything. Online, in person, whatever. On the phone. In fact, no one should talk to teenagers! Not even other teenagers. Teenagers are awful.

I’m afraid this isn’t going to end well.
A company that makes bug spray has launched “a nationwide search for America’s biggest bug,” and they are offering cash prizes. I am not making this up.
“Got a roach the size of a small dog…a beetle the size of a van…” the contest site asks innocently enough.
You mark my words, these bug spray folks will have blood on their hands soon.
Have these people never seen a summer movie before?
Are they totally unfamiliar with drive-in fare from the 1950s?
Do they not understand that when you go looking for giant insects you come back with The Fly, The Deadly Mantis, Tarantula and worse?
You know what? If I see a “beetle the size of a van,” I will be sprinting in the opposite direction, not trying to win their cheesy prizes.
It gets worse. You not only have to find and capture this behemoth, you have to put it next to one of their bug spray products and take a picture of it.
Oh really? Excuse me, Wasp Woman, do you mind posing next to my can of Black Flag here?
I want no part of this insanity. In the immortal words of the guy in Tarantula“I never saw anything like it! No footprints! No blood! No sign of a struggle! The bones just stripped clean like peeling a banana!”

LITTLE ROCK, Ark (Reuters) – A coalition of atheists is accusing Little Rock’s city bus line of violating their rights to free speech in a fight to place ads on public buses praising a God-free lifestyle.
The Central Arkansas Coalition of Reason alleged in a lawsuit that the Central Arkansas Transit Authority and its advertising agency are discriminating against the group because they’re being required to pay tens of thousands of dollars to put $5,000 worth of ads on 18 buses.
The ads would read: “Are you good without God? Millions are.”
Other groups, including churches, have not been required to pay the fee, which amounts to $36,000 in insurance in case of an attack on the buses by angry Christians, according to the lawsuit.
The insurance was requested by the transit agency’s advertising firm, On The Move Advertising, officials said.
Because a handful of similar ads had been vandalized in other states, the ad agency required the payment for insurance reasons, said Jess Sweere, an attorney representing the transit authority.
“To my knowledge, OTMA has not requested this in the past because no other advertiser told them their ads were vandalized in other markets,” Sweere told Reuters.
Sweere said the transit authority was all set to accept the ads, but that the advertising firm raised the concerns that lead to the insurance requirement. Negotiations were still going on when the lawsuit was filed last week against the transit agency and the ad firm.
“We were planning to run the ads as soon as the contract was worked out,” Sweere told Reuters.
An attorney for the ad agency did not return calls seeking comment.
LeeWood Thomas, a spokesman for the atheist group, quoted an email from the advertising agency obtained by the coalition that read: “Arkansas is the buckle of the Bible Belt and I can easily envision zealots or upstanding citizens with a strong faith acting out.”
Thomas said it’s clear his group is being punished for the actions of others.
“The insurance money needed from us basically says CATA and On The Move trust the atheists in this community more so than the religious, otherwise the churches that advertise would have that extra insurance premium added to their total cost,” Thomas said.
The coalition is asking a judge to issue a preliminary injunction forcing the bus company to accept the ads while the suit moves forward.
The transit authority and its advertising agency were served with the lawsuit on Monday. They have 21 days to respond.
The lawsuit was filed on behalf of the Arkansas group by UnitedCoR, a Washington-based national organization that focuses on organizing local atheist and agnostic groups into coalitions and funding their bus and billboard ad campaigns.
UnitedCoR has placed such ads throughout the United States since 2008.
Out of 36 markets where ad campaigns have run, four have been vandalized, including bus ads in Detroit last year, according to UnitedCoR’s website.
